
Tunis, March 24, 2025 – Qair, an independent renewable energy company, has signed a power purchase agreements and concession contracts with the Tunisian government for the Gafsa (100 MW) and El Khobna (198 MW) photovoltaic projects. The signing ceremony took place in Tunis in the presence of:
- Mr. Mohamed Ali Nafti, Minister of Foreign Affairs, Migration, and Tunisians Abroad
- Mrs. Fatma Thabet, Minister of Industry, Mines, and Energy
- Mr. Ouael Chouchene, Secretary of State to the Minister of Industry, Mines, and Energy, in charge of Energy Transition
- Mr. Wajdi Hedhili, Minister of State Properties and Land Affairs
- Mr. Fayçal Trifa, CEO of the Tunisian Electricity and Gas Company (STEG)
- Mr. Eric Boutemy, General Manager of Qair Tunisia
- Mr. Louis Blanchard, President of Qair Group
The Gafsa and El Khobna projects were awarded through tenders organised by the Ministry of Industry, Mines and Energy under the concession regime, which provides a framework to encourage private investment.
These power purchase agreements ensure the exclusive sale of energy to the Tunisian Electricity and Gas Company (STEG) and align these projects with Tunisia’s national energy transition strategy, which aims to achieve 30% renewable energy by 2030. By integrating renewable energy into the national grid, the projects will contribute to the diversification of Tunisia’s energy mix.
The Gafsa project site has been developed by Qair on private land, while El Khobna will be located on state-owned land, which has also been subject to a lease agreement signed today with the Ministry of State Properties and Land Affairs.
